Post-2015 development agenda : the five new matters

The High-level Panel of eminent persons on the post-2015 development agenda has released their report on the successor of the MDGs 8 goals. These are the five changes for a new world in 2030 :
1- Leave no one behind
2- Put sustainable development at the core
3- Transform economies for jobs and inclusive growth
4- Build peace and effective, open and accountable institutions for all
5- Forge a new global partnership

How to define Peacekeeping ?

• UN Peacekeeping helps countries create conditions for lasting peace
• Peacekeeping as an UN's tool, assist host countries navigate the difficult path from conflict to peace
• UN Peacekeepers provide security and the political and peace-building support to help countries make the transition from conflict to peace
• UN Peacekeeping is guided by 3 principles : consent of the parties, impartiality, non-use of force except self-defense
• Peacekeeping has now a multidimensional mandate: peace and security, facilitate the political process, protect civilian, assist in the disarmament, demobilization and reintegration of former combatant, support the organization of elections, protect and promote human rights and assist in restoring the rule of law
• Peacekeeping is a full-time job

UN actions on combating terrorism in Africa

Today, an Security Council open debate was organized by the Togolese delegation on combating the terrorism in Africa. Some actions made by the United Nations were quoted by the UNSG in his elocution.

1. In Somalia, the newly established UN Mission in Somalia will contribute to efforts by providing strategic policy guidance to the Federal Government on security sector reform and by supporting efforts to strengthen police, justice and corrections 
2. In the Sahel, the UN is developing an integrated strategy that aims to enhance governance and the rule of law; strengthen the capacity of national and regional security mechanisms; and integrate development and humanitarian activities in order to build resilience 
3. Throughout Africa, UN missions are helping Governments to strengthen police and law enforcement and to implement the UN Global Counter-Terrorism Strategy 
4. In West Africa, the Counter-Terrorism Implementation Task Force (CTITF) is active, including in Nigeria and Burkina Faso 
5. In North Africa, the CTITF is also involved through the UN Counter-Terrorism Centre, working on the issue of border management 
6. In Central Africa, The UN is focusing on reducing the flows of small arms 
7. In East Africa, the UN is facilitating the development of a regional strategy 
8. In Southern Africa, where the threat of terrorism is less imminent, the UN is working with the African Union on the crucial issue of prevention 
9. The UN Mine Action Service is working with the African Union and countries across the continent on the safe management of ammunitions and the disposal of IEDs 
10. And the Counter-Terrorism Committee Executive Directorate continues to facilitate technical assistance and help Member States develop the right legislative tools

Les Nations Unies, un métier qui se prépare?

"Métier envisagé?". Je me souviens de cette question que l'on nous pose à chaque fois à l'école par un nouveau enseignant. Sans parler des docteurs, des avocats et des pilotes, on s'est tous dit une fois : "je veux être le plus fort, je veux être au sommet, je veux être Président!". Notre carrière professionnelle touche alors son summum lorsque vint le sacre de la Magistrature suprême.

Et pourtant, beaucoup reste à faire au delà de la vision nationale. Les Nations Unies, dans leur mission de promotion de la paix dans le monde, ont besoin de leaders engagés, prêts à changer positivement le monde contre vents et marées.

Helen Clark, Administrateur du PNUD, vient d'être reconduite à son poste pour un nouveau mandat. Dans un interview qu'elle a donné à la Radio Australia, on comprend mieux son histoire et comment elle a passé de la gestion des politiques nationales à la gestion de politiques globales. Elle y affirmera son ambition de mettre en place le concept de "sécurité humaine" qui soit indépendant de la sécurité nationale. Reconnue pour son grand sens du leadership, sa carrière politique a commencé dès l'âge de 31 ans en tant que parlementaire. Combien même à cet âge, beaucoup d'entre nous ne savent pas encore ni ses réelles compétences, ni ses objectifs professionnels.

Helen Clark est un modèle à suivre. Elle sait ce qu'elle veut. Elle veut changer les choses dans son pays alors elle a décidé d'être de ceux qui élaborent et votent les lois, avant de concourir au poste de Premier Ministre. Elle veut continuer à faire tourner le monde dans le bon sens alors elle a postulé à son poste actuel, ce qui fait d'elle aujourd'hui la numéro trois des Nations Unies. Est-ce qu'elle aurait pu, une seule fois dans son enfance, imaginé répondre à la question : "métier envisagé?" par : "je veux être Administrateur d'une grande agence des Nations Unies"?

Se projeter dans l'avenir et se forcer à prendre un costume n'est pas la bonne méthode. Si le métier au sein des Nations Unies se prépare réellement, il faudrait demander aux enfants leur conviction personnelle et les améner à s'intéresser aussi au monde en général.  Sans oublier les efforts de communication que doivent fournir les Nations Unies auprès des enfants en âge de réflechir à leur avenir.
